The original '64 ignition bezel had a green reflective ring for the light to shine through for night time . Only on '64's. '65 and '66 did not have this feature . Originals are hard to find as the plastic would break over the years . That could be the situation with your top bezel . Missing the plastic ring .
Just ripped out the old broken ignition that was in there, didn't see any light so maybe that is missing too.

The small metal housing that holds the switch should have a small round hole next to the hole for the switch . That is where the light goes . Could be a blue and red wire with a bulb holder on the end that just pops into the hole .
In your initial post picture, the lower bezal appears to be the correct one. The other may be for another Ford product or year.
You may have a situation where someone changed out the lower dash chrome body. The dashs were the same in 64 thru 66, with minor fitment changes, but generally were appearance the same.

Oh no, those are just the reproduction options you can buy through Mac's Auto Parts labeled for a '64. I went with your suggestions to match the original, thanks!
