Recently acquired '02, dash issues

My Dad bought an '02. 31,000 miles or so. All is well but he reports no cluster lights and inop telescoping column. Reseach says cluster or FEM, how does one diagnose which to go after? I'm the type to do most things myself so pulling modules and sending off for work is the likely "fix", just want to know which one to go after.

FEM easy to get to. I suggest disconnecting all the plugs & Jack's then reconnect them. Do this a couple of times each to clean up any corrosion on the pins then reconnect everything. Reconnect battery & see if this helps.
