How does the ragtop get locked to the windshield???? Maybe you only drive it in dry weather or take it to indoor car shows.

There is no top, hard or soft. It's a motorcycle with extra wheels. Drive it accordingly, right? It has 30+k miles on it, so someone's been driving it fairly regularly.
