There are 3 holding the fuel filler flange, one of which the lanyard is bolted to. They are probably the same size as the unpainted ones the fuel filler door closes upon. I couldn't see the 3 at the flange, but the ones the door closes upon are marked "4". You could probably unscrew one of those to find the size. If all three bolts are there attaching the filler flange, you're already set.
Replacement gas caps I've viewed online use plastic push connectors to hold everything in place.

Maybe Lowes (etc) might have one that will fit the tether end.
