Bird goes in Monday to a Ford Dealer for a Safety Check/Certificate and activation of the DRL. Have to wait on the Government to send me a form (RIV) before I can have it inspected. Feeling fairly good they'll miss the SPLs, if I'm wrong I'll pull them and re-submit.

Amazing, thanks for the post, it helps to confirms that they (Canadian Tire) are unlikely to fail the inspection because of the SPLs. I'm asking the Dealer to activate the head lights and I'm going to modify the SPLs to have both on full time. Overkill or what? But wouldn't lite up the SPLs till I get a pass, not looking to draw attention to them, although you and others have been successful not only leaving the SPLs but using them as the DRL.
I just brought an '03 into Canada a couple of weeks ago. The dealer here was unable to activate the DRLs through software ($105 for nothing!) and referred me to Canadian Tire to have a "kit" installed. They ended up using the SPLs for the purpose. Since CTC was also doing the inspection, there was no problem either having the SPLs or using them for the day time running lights.
Question: how did you convert the speedo from MPH to KPH?

Kevin, I did the obvious, had the dealership where I purchased it, replace the dash cluster. List price is about $600 for the unit and $200 labour, although mine was negotiated as part of the deal.

If the dealer can't reprogram the driving lights for DRL, I'll definitely take your route and modify the SPL. There is a thread with instructions on how to make that change.
Others on here however have had the headlights converted for DRL, so the change is doable, but I've no detail information about it.
MPH to KPH didn't need any changes as both are on speedo.
For the inspection I agree, but with my aging eye sight, I wanted the KPH prominently displayed. This isn't the case with my current vehicle (small lettering for both) unreadable without my glasses. I presently have to use my GPS as a speedometer.
That plus I'm a little anual.
Don't waste your time try9ing to configure the computer for DRL's. It can't be done. These care not programmable. CDN cars have a different computer. Getyour SPL's working and hope for the best. Put in Sylvania High Output bulbs and you should get past the inspectors.

I live in Edmonton and imported a 03 bird it was reprogramed at the LINCOLN Dealer to have daytime lights
Found a couple of similar posts, but far more people supporting your statement and most Canadians driving away with the SPLs lit rather than the headlights.
Changing my strategy now. I'll implement the SPL mod (if I can find that thread again). With that and a safety I'll be ready for the inspection once the Government sends me the RIV forms.
I was sure I saw a post where a US member had the Ford dealer activated DRL on his head lights???
Jerry: I checked into this last year at the Ford/Lincoln dealer (Oakland) in Oakville and ended up at the parts counter. They had conversion kits for this change for almost every make / model except the T'Bird. The shop foreman said they had changed a few over to DTL but could not quite explain what they did (or did not want to). Your best bet may be to just let Can. Tire look after it . As mentioned, they have done them while doing the paper work.
