I encountered a VA state trooper one morning on the way to work, he must have gotten out of the wrong side of the bed or had an argument with his significant other. He pulled me over for no front license plate. He asked where it was, I said it was in the trunk, the dealer never installed it. Wrote a ticket, the fine was like $74 or so. He said one other thing before he left me..."by the way, those fuzzy dice hanging from your rear view mirror, they're illegal, I'm giving you a verbal warning about that, make sure you take them down."

Yeah I agreed with you I would also like to tell Queen Cathy speeding fine for out of state drivers is not as deeper as are rumored. driving over 80mph can catch you off guard for Virginia's twist but for most states 15 mph is over the limit.
