    Boots:

As known, the boot cover for the top-down-finished-look was standard equipment for 2002 & 2003. I'd bet many sales people didn't realize it had to be ordered for the 2004 and 2005 models. Here are those made with and without boots

2004 production 12,756 units and 1,091 (8.5%) of those were ordered without the boot
2005 production was 9,295 and 175 (1.8%) units were ordered without the boot.
My VMG was ordered without one, 4Y101184, was that figured in on my one of?

I guess Florida would be the best place to look. We are going to Tom Aglio's event in November and that will be a good time to do some searching.

What color interiors did the 13 black cars have? I will start looking for one of those 13, unless someone gives me a torch red.

    Florida doesn't, fortunately.

That discussion made me want to know how many states require front plates - google search results - 31

Out of the 68,098 2002-2005 Thunderbirds built, 49,256 had the front license plate bracket included for those states that require a front plate.

Here is some related useless information on top of the original one. I inquired to Nancy Gioia at the launch event in 2001 regarding what was being done to provide for front license plates. All of the photos I had seen to date showed no front plate bracket. She told me that consideration was given for an indentation in the front valence to accommodate a license plate. But it was ultimately decided to go with a standard bracket because it was felt that where most of the cars were likely going did not require front plates. And I assume that this was certainly much cheaper. Ironically, I think a lot of the cars went to Florida and California, both of which require front plates. Upon my return home, I immediately went to my dealer and asked them to put a big note on my order file indicating the the front license plate bracket was NOT to be installed. They did, and it wasn't. And I got away without one for 6 years. But that is a story for another thread.

Most Canadian provinces and territories do not require front plates except Ontario (ughhh), New Brunswick, Manitoba, and British Columbia.
